Youth Future Savings Account: Will a Delayed Small Business Certificate Disqualify You? Why the Deadline of November 5 Matters
A delay in issuing a Small Business Confirmation Certificate during the 2 application round for the Youth Future Savings Account does not automatically disqualify an applicant from opening an account. However, if the certificate has not been issued by the provisionally announced preferential-tier appeal deadline of 2026-11-05, the applicant cannot be assessed under the small business revenue criteria and will instead be evaluated based on comprehensive income.

This is particularly important for small business owners hoping to qualify for the preferential tier. Simply assuming that submitting an application within the application period is enough could be a mistake. The date on which the Small Business Confirmation Certificate is issued may affect the final account eligibility category and the amount of government contributions received.
Even If You Apply by October 16, You Must Arrange Your Certificate Separately
The application period for the 2 round of the Youth Future Savings Account runs from 2026-10-07 through October 16. Applications will then be reviewed from October 19 through November 13, and eligible applicants are scheduled to open their accounts from November 16 through 27.

In principle, applicants seeking an assessment based on revenue under the small business category must obtain a Small Business Confirmation Certificate before submitting their account application.
The Financial Services Commission has advised that issuing a Small Business Confirmation Certificate can take an average of approximately 7 days, and processing may take longer when application volumes are high. Even if an applicant already has a certificate, it may not be accepted for assessment if its 1-year validity period has expired.
Therefore, rather than focusing only on the date you submit your application, you should also check the issuance status and validity period of your Small Business Confirmation Certificate.
A Delayed Certificate Does Not Automatically Mean Your Application Will Be Rejected
This is the point that causes the most confusion.

According to guidance from the Financial Services Commission, if the Small Business Confirmation Certificate has not been issued by November 5 (provisional), the deadline for submitting preferential-tier appeals, the applicant cannot be assessed under the small business category based on revenue.

However, this does not mean that the applicant immediately loses all possibility of joining the Youth Future Savings Account.
Even if an applicant does not meet the small business requirements or cannot be assessed under the small business criteria, they may still qualify under the general-income applicant category if they meet its eligibility requirements, including those relating to comprehensive income.
The distinction can be summarized as follows.
| Situation | Assessment Outcome |
|---|---|
| Small Business Confirmation Certificate successfully verified | Assessment under the small business revenue criteria is possible |
| Certificate issuance not completed by November 5 | Assessment under the small business revenue criteria is not possible |
| Small business assessment unavailable or eligibility requirements not met | Eligibility under the general-income applicant criteria will be checked |
In other words, “a delayed certificate means complete disqualification from the Youth Future Savings Account” and “an applicant cannot be assessed under the small business category” do not mean the same thing.

The Difference Matters Even More If You Are Seeking the Preferential Tier
As of 2026-10-07, the small business preferential tier of the Youth Future Savings Account requires applicants to meet conditions including annual revenue of KRW 100,000,000 or less, and its government contribution matching rate is 12%. The small business standard tier applies conditions including annual revenue of KRW 300,000,000 or less, with a government contribution matching rate of 6%. Applicants must also satisfy the household income requirements.
Assuming monthly deposits of KRW 500,000 are made for all 36 months, the total principal deposited would be KRW 18,000,000.
Under the current 12% matching rate, government contributions for the preferential tier can reach KRW 2,160,000, while contributions under the standard tier at the 6% matching rate can reach KRW 1,080,000. This creates a maximum difference of KRW 1,080,000 in government contributions alone. Since the actual maturity amount also includes bank interest and interest earned on government contributions, the difference in contributions is not necessarily equal to the difference in the final amount received.
Therefore, applicants who would otherwise be likely to meet the small business preferential-tier requirements should not underestimate the consequences of a delayed certificate.
If You Operate Multiple Businesses, a Certificate for Just One Is Not Enough
If you operate 2 or more business establishments, Small Business Confirmation Certificates are required for all establishments currently in operation.

In addition, every business establishment operating at the time of the account application must satisfy the small business requirements. For applicants who own multiple establishments, revenue is assessed on a combined basis rather than applying the revenue threshold separately to each establishment.
For example, if two establishments have annual revenues of KRW 60,000,000 and KRW 50,000,000, respectively, their combined annual revenue is KRW 110,000,000.
In this case, even assuming that all other requirements are met, the applicant would not qualify under the current small business preferential-tier annual revenue threshold of KRW 100,000,000 or less. However, the combined revenue may fall within the small business standard-tier threshold of KRW 300,000,000 or less. The final eligibility category must therefore be determined by assessing the other income and household requirements as well.
Do Not Ignore the Preliminary Screening Results After October 30
Starting with the 2 application round, applicants must select their own eligibility category during the application process: general-income applicant, employee of a small or medium-sized enterprise, or small business owner.
Preliminary screening results are scheduled to be announced from October 30 through November 2. Applicants who disagree with their results are provisionally scheduled to have an opportunity to file an appeal from November 2 through 5. Final screening results are expected to be communicated individually from 12 through 13 of November.
If you applied as a small business owner but your preliminary screening results differ from what you expected, it is important not to miss this period.
In particular, applicants who have requested a certificate but have not yet received it should check the following four items.
Whether a Small Business Confirmation Certificate has been issued for each currently operating business establishment
The validity period of any existing certificates
Preliminary screening results for October 30–November 2
The appeal submission schedule for November 2–5
Internal schedules may change slightly depending on the progress of the screening process, so applicants should check both the actual notification messages they receive and the official schedule.
