Small Business Management Stability Voucher KRW 250,000: Eligibility Requirements and How to Check Whether You Can Still Apply in October
As of 2026-10-05, the original application period for the Small Business Management Stability Voucher runs until 6 p.m. on December 18. However, applications may close earlier if the budget is exhausted. Therefore, to determine whether you can receive KRW 250,000, you must check both whether you meet the eligibility requirements and whether applications are still being accepted on the official application page.

What Are the Basic Requirements to Receive KRW 250,000?
The primary eligible applicants are small business owners whose annual sales in 2025 were more than KRW 0 but less than KRW 104,000,000 and whose businesses are operating as of the application date. The business opening date shown on the business registration certificate must also be before 2025-12-31.

Businesses in industries excluded from small business policy financing are not eligible. These include adult entertainment businesses, tobacco brokerage, gambling machines and other gambling-related businesses, and virtual asset trading or brokerage businesses.
Operating multiple businesses does not mean you can receive KRW 250,000 for each one. If one person represents multiple businesses, only 1 eligible business may apply. For businesses with joint representatives, only the 1 principal representative may apply.
If You Opened Your Business in 2025, Do Not Look Only at the KRW 104,000,000 Sales Threshold

For businesses that opened partway through 2025, actual sales are not compared directly with KRW 104,000,000. Instead, average monthly sales since opening are annualized using 12 months as the basis.

According to an example in the official announcement, a business that opened in 2025-10-20 and recorded sales of KRW 25,000,000 in 2025 is assessed using 3 months as the calculation basis.
KRW 25,000,000 ÷ 3 months × 12 months = KRW 100,000,000
Therefore, the annualized sales in this example are KRW 100,000,000, which falls below the eligibility threshold of KRW 104,000,000.
By contrast, annualizing sales based on 365 days and the number of days the business has operated is not the calculation method specified in the announcement. For businesses established in 2025, this difference may cause the official eligibility assessment to differ from the owner's own sales calculation.

If Applications Are Open Until December 18, Why Should You Check Now?
According to the official announcement, the application period is tentatively scheduled from 9 a.m. on 2026-02-09 until 6 p.m. on December 18. However, there is an important condition attached to this schedule.
Applications May Close Before December 18 if the Budget Is Exhausted
Therefore, in October, you should not determine whether you can still apply based solely on the final deadline shown on the calendar. The more accurate approach is to check whether applications are actually being accepted on the Small Business Management Stability Voucher application page at the time you intend to apply.

Applications are submitted online through Small Business 24 or the dedicated Small Business Management Stability Voucher website.
Four Things to Check Before Applying
Before starting your application, first check your sales in 2025, the business opening date on your registration certificate, whether the business is currently suspended or closed, and its industry classification.
Because general eligibility assessments use tax information from the National Tax Service, the application process is designed to be completed online without submitting separate physical documents. However, tax-exempt businesses may need to submit the sales verification documents specified in the announcement if their sales eligibility requires additional verification.
During the online application process, applicants consent to information sharing and complete identity verification. They then confirm their business registration number, business name, applicant information, opening date, and other details before selecting a card issuer.
Submitting an application does not immediately guarantee approval or payment of KRW 250,000. Eligibility is determined after verification of the business registration number, sales, industry classification, and business opening or closure status, among other factors.
KRW 250,000 Is Not Deposited as Cash
Once selected as an eligible recipient, a business can use a voucher up to KRW 250,000 per 1 small business.

The voucher works by automatically deducting eligible expenses from the available voucher balance when payment is made with the designated card. Eligible expenses include electricity, gas, and water bills; National Pension, National Health Insurance, Employment Insurance, and Industrial Accident Compensation Insurance premiums; vehicle fuel costs incurred for business operations; and traditional market fire mutual-aid contributions.
For example, if you have a remaining voucher balance of KRW 250,000 and pay an eligible utility bill of KRW 100,000, that amount is deducted from the voucher, leaving KRW 150,000. The business owner must pay for transactions outside the designated eligible categories and any amount exceeding the voucher limit.
You should also be careful when selecting your card issuer. According to the announcement, once you are registered as an eligible recipient, you cannot change the card type or card issuer designated for voucher use.
The Application Period and Voucher Usage Period Are Different
Do not confuse the application deadline with the final date on which the voucher can be used.
Applications are tentatively accepted until 6 p.m. on 2026-12-18, although they may close earlier if the budget is exhausted. Issued vouchers can be used until 2026-12-31, and any remaining balance after the expiration date is generally returned to the national treasury.
Therefore, the later you apply, the shorter the actual period available for using the voucher after approval may become.
The Fastest Way to Check Whether You Can Apply Now
First, visit the dedicated Small Business Management Stability Voucher application page or Small Business 24 and check whether applications are currently being accepted.
If applications are open, verify that your annual sales in 2025 were more than KRW 0 but less than KRW 104,000,000. If you opened a new business in 2025, apply the annualization method based on average monthly sales.
Next, confirm that your business opened before 2025-12-31, is still operating as of the application date, and does not belong to an excluded industry. You can then complete identity verification and submit your application.
If you are unsure about your eligibility or the application process, contact the dedicated Small Business Management Stability Voucher call center at 1533-0600 or the Korea SMEs and Startups Agency's Small Enterprise and Market Service integrated call center at 1533-0100, extension 2.
The most important point right now is not to wait simply because the stated deadline is December 18. Since applications may close early when the budget is exhausted, your first step, if you meet the eligibility requirements, should be to check the current application status on the official website.
