Will My National Pension Contributions Increase When the Standard Monthly Income Changes in 2026? Check Who Is Affected by the July Adjustment

Informational thumbnail explaining whether National Pension contributions increase when standard monthly income changes in 2026 and who is affected by the July adjustment

The upper limit for standard monthly income under the National Pension Scheme changed from KRW 6,370,000 to KRW 6,590,000, while the lower limit changed from KRW 400,000 to KRW 410,000, effective July 2026. However, this does not mean every subscriber's pension contributions will increase again in July. It is important to distinguish between the direct impact of the revised upper and lower limits and changes to an individual's standard monthly income resulting from the regular July reassessment.

Higher Upper and Lower Limits Do Not Mean Everyone Pays More

The standard monthly income range for South Korea's National Pension Scheme, applicable from 2026-07-01 through 2027-06-30, is KRW 410,000 to KRW 6,590,000. During the previous application period, from July 2025 through June 2026, the range was KRW 400,000 to KRW 6,370,000.

Standard monthly income is the income base used to calculate National Pension contributions and benefits. If reported monthly income falls below the lower limit, the lower limit is applied as the standard monthly income. If reported monthly income exceeds the upper limit, the upper limit is applied instead.

Therefore, looking solely at the latest adjustment to the upper and lower limits, it does not mean that every subscriber's standard monthly income automatically increases by 3.4%.

Regarding the 2026 adjustment to the upper and lower limits, South Korea's Ministry of Health and Welfare stated that 86% of all subscribers whose income falls outside the affected income brackets would not be affected by the adjustment.

It is important to distinguish changes to the upper and lower limits from the regular reassessment of standard monthly income for workplace-based National Pension subscribers.

For workplace-based subscribers, standard monthly income during the enrollment period is calculated using income earned at the relevant workplace in the previous year. The determined amount applies from July of the current year through June of the following year. As a result, even employees whose income is not affected by either limit may see their contributions change from July if their standard monthly income changes following the regular reassessment.

For example, if someone's standard monthly income continues to be assessed at KRW 3,000,000, the fact that the upper limit increased to KRW 6,590,000 effective July 2026 does not automatically push that person's KRW 3,000,000 closer to KRW 6,590,000.

Conversely, if the regular reassessment based on the previous year's income results in a higher standard monthly income, the person's pension contributions may also change.

In other words, if the amount billed in July has changed, the first step is to determine whether the change resulted from the revised upper and lower limits or from the regular reassessment of your own standard monthly income.

The National Pension Contribution Rate Also Increased to 9.5% in 2026

There is another distinction to make when examining pension contributions in 2026. Although the revised upper and lower standard monthly income limits took effect in July, the National Pension contribution rate of 9.5% has been in effect since 2026.

National Pension contributions are generally calculated as follows.

Pension Contribution = Standard Monthly Income × Contribution Rate

The National Pension contribution rate was 9% through 2025 and is 9.5% in 2026. For workplace-based subscribers, employees and employers each pay half of the contribution.

Therefore, if your pension contributions increased in 2026, you should not assume that the entire increase was caused by the July adjustment to the upper and lower limits.

How Much Do You Pay If Your Monthly Income Exceeds KRW 6,590,000?

From July 2026 onward, even if reported monthly income exceeds KRW 6,590,000, standard monthly income is capped at KRW 6,590,000.

Applying the 2026 contribution rate of 9.5% gives the following calculation.

KRW 6,590,000 × 9.5% = KRW 626,050 per month

This is the total pension contribution, including both the employee's and the employer's shares.

Because workplace-based subscribers pay half of the total contribution themselves,

KRW 626,050 ÷ 2 = KRW 313,025 per month

is the employee's share.

These amounts are the author's calculations based on standard monthly income of KRW 6,590,000 and the 9.5% contribution rate. For workplace-based subscribers, employees and employers split pension contributions equally.

Even if monthly income is KRW 7,000,000, contributions are calculated using the upper limit of KRW 6,590,000 rather than the entire KRW 7,000,000. When explaining the 2026 upper limit for standard monthly income, the Ministry of Health and Welfare also stated that subscribers earning KRW 7,000,000 per month would have their contributions determined using a maximum standard monthly income of KRW 6,590,000.

If Your Reported Income Is Below the Lower Limit, KRW 410,000 Becomes the Calculation Base

The same principle applies at the other end of the income range.

From 2026-07-01 onward, subscribers who report monthly income below KRW 410,000 have their standard monthly income set at KRW 410,000.

Applying the 2026 contribution rate of 9.5% to KRW 410,000 gives:

KRW 410,000 × 9.5% = KRW 38,950 per month

For workplace-based subscribers, the employee's share is half of that amount, or KRW 19,475.

This is also the author's calculation using standard monthly income of KRW 410,000 and the 9.5% contribution rate.

Compare Your Standard Monthly Income to Understand Why Your Contributions Changed

When checking changes to National Pension contributions in 2026, it is more accurate to examine the standard monthly income shown on your contribution notice than to assume that your contributions increased simply because the upper limit rose.

This is because several different changes overlap in 2026.

First, the contribution rate changed from 9% to 9.5%.

Second, from July 2026, the lower standard monthly income limit changed from KRW 400,000 to KRW 410,000, while the upper limit changed from KRW 6,370,000 to KRW 6,590,000.

Third, workplace-based subscribers may see their own standard monthly income change from July following the regular reassessment that reflects the previous year's income.

Therefore, when reviewing your payslip or National Pension contribution notice, start by comparing whether your standard monthly income is the same this month as it was last month. This makes it much easier to identify the reason for any change.

In particular, if you are an employee whose income is well below the upper limit but your pension contributions changed in July, you should first check your reassessed standard monthly income rather than focusing solely on the new upper limit of KRW 6,590,000.

The actual contribution charged to each individual may vary depending on subscriber category, the determined standard monthly income, eligibility for contribution subsidies, and other factors. For the final amount, refer to your official National Pension contribution notice.
