2026 Small Business Employment Insurance Premium Support: Can Premiums Paid Before Applying Be Refunded? No Retroactive Support for Months Before the Application Month
Small business employment insurance premium support does not refund all premiums already paid. You can receive a refund of 50~80% for premiums paid starting in the month that includes the support application date; premiums incurred before applying are not eligible for retroactive support. Therefore, business owners already enrolled in self-employed employment insurance should check whether they have separately applied for support.
As of 2026-11-08, the Ministry of SMEs and Startups' small business employment insurance premium support program accepts applications through December 31, but it may end early if the budget is exhausted.
Does Small Business Employment Insurance Premium Support Refund Premiums Paid Before Applying?
The short answer is that premiums incurred before the application month are not eligible for support.

The 2026 program announcement states that support is based on the month that includes the application date, and that premiums incurred before the application month are not eligible for retroactive support.
For example:
Enroll in self-employed employment insurance starting August 2026
Apply for employment insurance premium support on November 2026
The eligible support period begins on November 2026
Premiums incurred from 8~October are excluded from retroactive support
In other words, being enrolled in employment insurance for a long time does not mean you can receive a lump-sum refund of premiums paid in the past.
Conversely, business owners who are already enrolled in employment insurance can also receive support starting in the application month by applying separately to the 2026 program. Ministry of SMEs and Startups+1
How Much Support Is Provided Each Month? Calculation by 1~7 Grade
The 2026 small business employment insurance premium support program provides support of 50~80% of the premium, based on the standard remuneration grade selected by the insured person.

Support is available for up to 5 years, for a total of 60 months.
The premiums and support amounts by grade listed in the 2026 program announcement are as follows.
| Enrollment grade | Monthly premium | Monthly support amount |
|---|---|---|
| 1 grade | KRW 40,950 | KRW 32,760 |
| 2 grade | KRW 46,800 | KRW 37,440 |
| 3 grade | KRW 52,650 | KRW 31,590 |
| 4 grade | KRW 58,500 | KRW 35,100 |
| 5 grade | KRW 64,350 | KRW 32,175 |
| 6 grade | KRW 70,200 | KRW 35,100 |
| 7 grade | KRW 76,050 | KRW 38,025 |
The support rates are 1~2 grade 80%, 3~4 grade 60%, and 5~7 grade 50%. Support Fund Net+1
How much will you actually pay out of pocket?
Subtracting the support amount from the monthly premium shows the final amount the business owner must pay.
Author's calculation · Monthly premium - government support amount
| Enrollment grade | Out-of-pocket amount after support |
|---|---|
| 1 grade | KRW 8,190 |
| 2 grade | KRW 9,360 |
| 3 grade | KRW 21,060 |
| 4 grade | KRW 23,400 |
| 5 grade | KRW 32,175 |
| 6 grade | KRW 35,100 |
| 7 grade | KRW 38,025 |
If you choose 1 grade, KRW 32,760 of the monthly premium, KRW 40,950, is covered, leaving an actual out-of-pocket cost of KRW 8,190.
However, a lower grade is not automatically the better choice. The level of future job-seeking benefits under self-employed employment insurance also depends on the selected standard remuneration, so compare the premium and the level of coverage together.

How long does a refund take? Is the money deposited right after applying?
Submitting an application does not mean the support payment will be deposited immediately.

The support process follows these steps.
1. Enroll in self-employed workers’ employment insurance and apply for premium support
2. Submit the support application
3. Pay that month’s employment insurance premium
4. Verify the payment record
5. The Korea SMEs and Startups Agency issues the support refund
The program announcement for 2026 states that the refund is made about 2 months after the premium payment is verified.
For example, if the January premium is paid by February 10, the statutory payment deadline, the refund is expected around March 23.
Therefore, the application date and the actual deposit date should not be treated as the same. The premium is paid first, then the payment is verified, and the support is issued. Support Fund Net

Not every self-employed person is eligible to apply

Three things to remember before applying
There are three details that are easy to miss in the 2026 small business employment insurance premium support program.
First, existing members must also submit a separate application for support.
Second, premiums incurred before the application month cannot be supported retroactively.
Third, you must pay the premiums first, and the refund may take about 2 months.
In particular, business owners who are already enrolled in employment insurance and paying premiums should first check when their support application was received, rather than whether they can get past payments refunded.
The 2026 support program has been announced as accepting applications through the end of the year, but its budget may run out. If you plan to apply, check the application status on the official application page first.
